Over the past week, incidences of violence involving political parties, citizens and security organs have been reported in various parts of the country. Some of the major incidents include:
a. On 18 September 2020, Chadema reported that its councilor candidate for Kibosho, Moshi Rural constituency, in Kilimanjaro region, Gallus Chuwa was abducted by unknown people and forced to announce that he was withdrawing from the elections;
Jopo hili linatambua kuwa Tume ya Uchaguzi (NEC) mnamo tarehe 5 Juni 2020, ilichapisha Kanuni mbili za uchaguzi ambazo ni, Kanuni kuhusu uchaguzi wa serikali za mitaa (uchaguzi wa madiwani) ya mwaka 2020 pamoja na Kanuni ya uchaguzi mkuu (uchaguzi wa rais na ubunge) ya mwaka Uchapishaji wa kanuni hizi ni katika kutimiza majukumu ya tume ya uchaguzi NEC kwa mujibu wa sheria ya uchaguzi mkuu (kifungu cha 343). Jopo hili pia linatambua hatua ya kuidhinishwa sheria ya mwaka 2018 ya uchaguzi ya Zanzibar iliyopelekea marakebisho ya sheria ya awali.
The Panel notes that the National Electoral Commission (NEC) on 5 June, 2020 published two sets of election regulations i.e. the Local Authorities (Councilors’ Elections) Regulations, 2020) and the National Elections (Presidential and Parliamentary Elections) Regulations, 2020. The publication of these regulations is the functions of NEC as an electoral body and guided by the National Elections Act (CAP 343). The panel also notes the enactment in 2018 of the Zanzibar Elections Act with notable amendments to the preceding law.
